Young and small, it's easy to underestimate Rue, but you don't have to be a fighter to be a survivor. She does have a number of skills which when used together, make her more than meets the eye, and were likely the reason the Gamemakers scored her a 7 out of 12. Katniss compared her to a shadow, someone who moved silently and had the ability to go unnoticed while observing others.
It's fitting that Rue's birdlike in appearance, because she's more at home in trees than she is on the ground. She can climb even the tallest tree quickly and is agile enough to jump from one to the next, erasing her need to even touch the ground if enough are around. This played a huge part in her survival during the Games.
She also displays extensive knowledge about plants, namely those that have healing properties and which ones can be eaten.
She also has pretty good aim with a slingshot, which she will have on her.

On the outside, Rue seems very much like the small mountain flower she was named for: sweet, gentle, and fragile. And while the first two are true, she is a also a survivor. She selflessly gave her own rations to her five younger brothers and sisters, and foraged for extra food in a district where there were harsh and frequent punishments. The work was from daylight to dark, and at the end of the day, they weren't even allowed to eat of the crops that they grew. Where she had ever right to be bitter and fearful, Rue was brave and hopeful and still had a love for the simple things, especially music.
Though cautious and shy at first, Rue can find a reason to help and trust even under the harshest of circumstances. She pointed out a nest of tracker jackers to Katniss when she could've just as easily could've let her get stung. Later, she becomes Katniss's ally, helps heal her tracker jacker stings, and even curls up in her sleeping bag with her. She trusts Katniss largely because of her mockingjay pin, a bird that she loves from her District that she considers a friend. She's selfless when it comes to friends and family. Even though Rue knew poverty first hand, she still showed consideration for another when taking food and Katniss's sleeping bag.
Rue is a clever little girl, evidenced by how long she survived by herself in the Games and reflected in the stories that she told. She spied on the other tributes, collecting information about them which she later shared with her ally. At home, it was Rue who would climb the tallest trees to watch for the flag that signaled the end of the work day, and who taught the mockingjays to spread her tune to the other workers. She used what she learned in the orchards in the Games, first to survive and later as part of a plan to use the mockingjays to communicate with Katniss.
Even though Katniss repeatedly compares her to her sister Prim because of her size, age, and demeanor, she does differ in that she likes an adventure. She goes along bravely with the plan to destroy the Career tributes food supplies, making herself a decoy. Even as she's dying, she asks if their plan worked, tells Katniss that she has to win, and asks to leave the world with her favorite thing - a song.
